Punjab Assembly: Law Approved for Promotion of Junior Officers to Senior Positions
Lahore (Political Reporter): The Punjab authorities have taken a significant step in reforming paperwork by approving a brand new regulation inside the Punjab Assembly. This regulation allows the promotion of junior officials to senior positions, marking a major improvement in the province’s administrative structure.

Legislative Process and Approval

The Punjab Assembly recently conducted a democratic vote on the Punjab Civil Servants Amendment Bill. The authorities supplied the invoice to amend Section 9 of the existing regulation. Despite protests from the competition, the invoice changed into passed by a majority vote, reflecting the voice of the humans. This new regulation paves the way for the appointment of junior officers, one grade below the required rank, to senior positions along with Assistant Commissioners, Deputy Commissioners, Commissioners, and Secretaries inside Punjab.

Scope and Impact of the New Law

The law extends its applicability to various departments within civil services, including local government, communications and works, irrigation, revenue, and others. Positions like ADC-R, Executive Engineers, Chief Officers. And similar roles can now be filled by officers one grade lower than traditionally required. Previously, such appointments often led to legal challenges, necessitating this legislative change to streamline the process and avoid court disputes. This practice is already in effect at the federal level. And upon the Governor of Punjab’s signature. It will be implemented throughout the province.

Upcoming Budget Session

In related developments, Acting Governor Malik Ahmed Khan has designated June 13 as the day for the budget session under Rule 134 of the Punjab Assembly Rules of Procedure, 1997. The 11th session of the Punjab Assembly will present the budget at 2 PM tomorrow. The Assembly Secretariat has issued an official notification regarding this. Speaker Malik Muhammad Ahmed Khan, also serving as the Acting Governor, will preside over the budget consultation.

This legislative change represents a substantial shift in the Punjab government’s administrative approach to civil service by allowing more appointment flexibility. This change is set to bring about a positive transformation in the administrative landscape of Punjab. Fostering a more dynamic and responsive civil service.
