The National Assembly’s Standing Committee on Defence has approved the Hemp Control and Regulatory Authority Bill 2024. Chairman Fatahullah presided over the committee meeting.
Significance of the Ordinance CommitteeÂ
He said that this is an important ordinance that will soon lapse. He said that this law is necessary for the development of our country. And stressed the need for setting up such authorities for the betterment of the nation. This body will oversee the growing, processing. And exportation of cannabis to ensure that its use does not contradict national interests or international standards.
Concerns About Quoram CommitteeÂ
Aslam Ghuman raised concerns about the quorum, saying only six out of twenty members attended the defense committee meeting. Therefore, can it be called complete? The Chairman replied that one-fourth of the total number makes a quorum present. Thereupon, some members discussed procedural matters related to broader participation in important decisions like these by committees.
Debate And Observations
He also demanded more debate on the bill, saying many observations before them should be considered. While discussing this matter further, he added provisions have to be examined carefully so that all relevant issues may find a place in it comprehensively. Sharmila Farooqi suggested including a person from the private sector with ten years of experience on board who can provide industry insightfulness besides another representative from NA who would ensure parliamentary oversight over it. Still, the Ministry Of Law representative opposed the latter point, arguing that it could breed conflict between the two institutions if done so.

Recommendations and Approvals
Finally, two MNAs were added to the board. The main purpose of this bill is to ensure the lawful use of CBD oils in Pakistan by regulating their production, sale, consumption, etc., through the establishment of an appropriate administrative structure for overseeing these activities as well as providing necessary preventing abuse or any other similar acts capable of jeopardizing public health safety morals generally regarded good order while also promoting sustainable development within relevant sectors.
Way Forward
It will be taken up at the National Assembly for further deliberations and final approval. If enacted, the Hemp Control and Regulatory Authority shall start implementing rules, granting licenses.
